To use the help widget, you perform the following
  steps:

  1. Use the VMS Librarian Utility (LIBRARIAN) to
     create a help library.

  2. Create a Help menu bar item for your
     application.  The Help menu item should be
     located at the right of the menu bar.  If the
     menu bar is wider than a line, the Help menu
     item should be located at the bottom right.
